Puerto Rico 2026: Execution Risk Has Replaced Fiscal Risk

A joint assessment by ABEXUS and O’Neill & Borges, published January 2026. Puerto Rico enters the year with a stabilized balance sheet and a constrained ability to deliver. The binding constraint is no longer capital. It is the capacity to convert resources into outcomes on a predictable timeline. This page summarizes what the assessment covers. The full report is available below.

The fiscal picture actually improved

The general fund moved from a $1.9 billion deficit in FY2012 to a surplus in FY2024. Commonwealth and consolidated revenues now exceed recurring expenditures, which signals a regime change rather than a cyclical rebound. PREPA’s roughly $10 billion in unresolved debt remains the open item, and the 2026 tax landscape brings new individual brackets, inflation adjusted deductions, clarified LLC treatment and stricter Act 60 compliance.

Stabilization did not add capacity

Total employment sits near 923,000 and labor force participation remains low against developed markets, which caps scale. Recent stability leaned on federal inflows from pandemic relief and disaster recovery. That external stimulus is winding down. Balance sheets improved faster than delivery capacity did, and that gap is where 2026 risk concentrates: permitting, procurement, workforce and compliance timelines rather than funding availability.

Why an outlook is not enough

Standard outlook reports present indicators such as GDP projections and aggregate employment as standalone metrics, leaving executives to translate them into operational consequence. The link between a macro indicator and a specific firm’s legal or operational exposure is no longer self evident. The assessment applies an exposure based framework instead, testing each indicator against three questions: how it changes legal or operational exposure, what regulatory or compliance risk moves with it, and what it costs.

What the assessment covers

Twenty sections across economics, law and technology: fiscal situation, economic performance, manufacturing, population trends, prices and cost of living, income and wages, labor market trends, business activity, data privacy and cybersecurity, energy and infrastructure, real estate and development, mergers and acquisitions, federal funding and grants, labor and employment, legal landscape, and AI readiness. It closes with an analytical synthesis and an executive action guide.

The AI section is treated as a governance question, not a technology one. Adoption without clear ownership, auditability and escalation paths defers risk into rework, audit findings and lost institutional trust.

Who it is for

The assessment is written for executive leaders making capital, program and policy commitments in Puerto Rico in 2026. ABEXUS contributes econometric analysis and research through its artificial intelligence practice. O’Neill & Borges contributes six decades of legal judgment across the island’s most consequential transactions, disputes and restructurings. The analysis identifies opportunities to reduce compliance driven project delays by up to 30 percent.
