Puerto Rico’s Silver Economy: The Economic Impact of Social Security

An ABEXUS Analytics report, published November 2026. Puerto Rico is aging faster than almost any U.S. jurisdiction, and Social Security has become one of the largest sources of money entering the island’s economy. This page summarizes what the 27-page report covers. The full report is available below.

An island that has already grown older

In 2000, roughly one in nine residents was 65 or older. By 2025 that share reached 26.0%, and 30.4% when early retirement at age 62 is included. ABEXUS projections show the full-retirement-age share reaching 32.6% by 2045, and 36.7%, more than one in three residents, under early retirement eligibility.

Payments grew faster than the economy around them

Social Security disbursements to Puerto Rico rose from $4.85 billion in 2004 to $12.55 billion in 2025, a 158.4% increase in nominal dollars, or more than $1 billion a month. Some 25.8% of residents receive monthly benefits, the third-highest share in the nation after Maine and West Virginia. Retirement benefits now account for 72.1% of payouts, up from 57.0% in 2004.

Benefits measured against wages

In 2025, Social Security payments equaled 40.0% of Puerto Rico’s covered wages, 8.6 percentage points ahead of second-place Wyoming (31.4%). The ratio varies widely by municipality: in 2024 it reached 89.3% in Guayanilla and 16.3% in Río Grande. These ratios compare disbursements with QCEW-covered wages; they are not shares of household income or municipal revenue.

A steady source of consumer demand

Social Security disbursements were equivalent to 12.0% of Puerto Rico’s personal consumption expenditure in 2025, after peaking at 14.1% in 2020. As the working-age population contracts from 1.83 million in 2025 to 1.42 million by 2045, benefit flows will play a larger role in sustaining spending on everyday necessities such as groceries, pharmacies, healthcare and utilities.

What decision makers can use it for

The report helps investors, economic developers and public agencies read wage and benefit flows together before judging local demand, planning services or committing capital. It includes demographic projections, benefit composition, state comparisons, municipal analysis and methods.
